The Boiler Upgrade Scheme will make heat pumps more accessible for UK homeowners, which will in turn help the country to move away from gas and oil and towards more renewable forms of heat. The reason this is so important is that heat pumps have the potential to deliver CO2 savings of up to 70% compared to conventional electric heating, and up to 65% compared to an A-rated gas boiler. Though these statistics can vary depending on the time of year and type of heat pump, around 66% of the energy needed to heat buildings with heat pumps comes from natural sources. The other 34% is derived from electricity which, if sourced from sustainable sources such as solar or wind, reduces the carbon impact of a heat pump to zero.
However, the Climate Change Committee has estimated that 19 million heat pumps will need to be installed by 2050, in order to reach the net-zero goal. This means that it is critical for heat pump uptake to be increased, and for them to become the first choice for building managers planning renovations or new builds, as they are designed for both retrofitting and installation in new property. With the new Boiler Upgrade Scheme, consumers will be able to support this goal and make more environmentally friendly decisions when it comes to heat and hot water. It’s even more timely than ever Heating is often at the back of people’s minds during the summer, when in fact the warm season is the best time to switch out a heating system – while it isn’t needed. In the coming months, installers can upgrade and even replace gas boilers to improve the energy efficiency of a home, without leaving a home and its occupants without heat. When it comes to making a heating change during the summer season, there are three key areas for homeowners to consider; 1. Is the heating system running efficiently? 2. Is it giving the best comfort and quality? 3. Does it cost more money to run than it should? If any of those areas are a concern, it may be the right time to install a new system ahead of the colder months. This is because heating and hot water make a significant contribution to a building’s emissions. In fact, they create over a third (38%) of the total carbon emissions in the UK. Luckily, the technology to heat buildings in a more energy efficient, renewable way is already available - in the form of heat pumps. To encourage uptake of these types of renewable technologies, the government has tried various incentives – the most recent of which is the Boiler Upgrade Scheme (BUS), first announced last year. The UK is already on its way to reaching its sustainability goals – with the biggest target being to achieve net-zero carbon emissions by 2050. The pledge was made three years ago, and the challenge of decarbonising heating and hot water production has since become a prominent part of reducing energy use in the country.
The Government is investing £450 million into the BUS, which will be managed and overseen by Ofgem, and is offering grant payments towards the cost of installation.
The Boiler Upgrade Scheme applies to any homes and small nondomestic properties in England and Wales with an installation capacity of up to 45kWth.
Reducing the upfront cost of purchasing a heat pump or biomass boiler with BUS grant money will open up low-carbon heating options to many who may not have been able to afford them in the past. The aim of the Boiler Upgrade Scheme is to support low carbon heat technologies in up to 90,000 homes and buildings across England and Wales, as well as supporting up to 240,000 jobs in the industry across the UK by 2035. The government is also aiming to have all heating systems installed in UK homes from 2034 to be low carbon options. This grant could be a welcome costsaving opportunity for those already considering replacing their old central heating boiler with a modern, renewable heating system. The BUS will provide a certain amount of grant money to properties in England and Wales, which will go towards the costs of purchase and installation of these greener heating technologies. The Boiler Upgrade Scheme (BUS) launched on the 11th of April 2022 and aims to support the Government’s plan to decarbonise the UK’s buildings. This scheme will be available for three years and grants will become available from Spring Homeowners2022.will be incentivised to choose more eco-friendly heating alternatives such as ground and airsource heat pumps, or in some cases, biomass boilers. Making the switch to low-carbon heating isn’t currently a cost-effective option for many households in the UK. However, through the scheme, the Government is aiming to make choosing low-carbon heating solutions as accessible and affordable as fossilfuel dependent boilers.
The grant amounts offered will be: • £5,000 for air source heat pumps and biomass boilers • £6,000 for ground source heat pumps The next steps towards net-zero Implementing more low-carbon heat technology into the UK’s housing stock will be essential for reaching net zero and reducing the UK’s reliance on fossil fuels. However, offering grants to subsidise the upfront cost of heat pumps for consumers is only part of the journey to net-zero. If the UK is to take advance of all the benefits heat pumps can provide, the Government must address ongoing supply side issues and ensure that a nationwide network of installers and engineers are also in place to meet this demand, driving the costs down even further and encouraging the uptake of thousands of new green jobs. It is hoped that this scheme will significantly increase the number of heat pumps installed in the UK, and lead to a lowering of manufacturing costs and make heat pumps cheaper to purchase in the long-term. Installation costs will also be likely to decrease as more engineers are upskilled to work with renewable heating technology. More training programs for installing heat pumps are underway, but with the BUS, more installers will be looking to learn the skills they need to fit and maintain heat pumps. For a lasting solution that will benefit the environment and the residents of the UK, heat pumps are an ideal choice – and the Boiler Upgrade Scheme will play a vital role in incentivising homeowners to make the change.

Who Needs to Comply? If a building notice, initial notice, or full plans for building work have been submitted to a local authority before 15th June 2022 and the building work commences by the same date the following year, the new standards do not apply. For building works after those key dates, the revised Part L and Part F must be followed.
Furthermore, there are no exemptions based on the size of the new build. Under the previous Regulations, smaller developments were exempt from air tightness testing. Now, air tightness testing is mandatory in all new build dwellings. So, when it comes to Part F, all new dwellings have to comply with this aspect. This is necessary if we are to produce the type of airtight low energy buildings laid out in the Future Homes Standard.
Mechanical Ventilation Systems
Mechanical ventilation systems in the form of Mechanical Extract Ventilation (MEV) and Mechanical Ventilation with Heat Recovery (MVHR) are recognised in Building Regulations as the most proficient means of ventilating a dwelling. To ensure incoming air reaches all parts of a home – especially the bedrooms - the minimum ventilation rates have been increased as follows:
Set amongst this context, it is without doubt that Building Regulations Part L (Conservation of fuel and power) and Part F were ripe for an update. After some delay, these were published in December 2021. The aim is to ensure new homes built from 2022 produce 31% less carbon emissions compared to current standards. A further revision will take place to come into force in 2025 to bring that figure to the 80% reduction.

But of course, the more air tight we make our homes, the greater the need for sufficient ventilation to maintain a healthy and comfortable atmosphere. The revisions to Part F are a direct response to this requirement. So, what has changed?

The need to minimise thermal bridging cannot be overstated with any project, but 250 City Road is designed as a high-density, low-energy residential community. So quite apart from local heat loss, which results in more energy being required to maintain the internal temperature of the building, low internal surface temperatures in the area of the thermal bridge can cause serious condensation. This in turn can lead not only to structural integrity problems with absorbent materials, such as insulation products or plasterboard, but the occurrence of mould growth, which can have serious implications for the occupants in the form of respiratory problems. By incorporating the Schöck Isokorb the thermal outflow is dramatically reduced, there are immediate energy savings and higher internal surface temperatures minimise the risk of condensation.

The proposals include two towers of 42 and 36 floors, with the buildings then stepping down on the south side of the site, respectful of the smaller scale of existing neighbouring residential blocks. There will be 930 apartments in total, with a green park at the heart of the scheme, along with ground level shops and cafes. Balconies of course feature throughout and an interesting look involves the concrete cantilever balconies, where the slab at the heel is 250mm thick, but then thinning and sloping up towards the tip of the balcony. There are a number of inner corner balconies incorporated as well. Inevitably thermal bridging at these various connectivity points is a risk and the design detailing required a structural thermal break with total reliability and unquestionable performance.

A report by the Last Beach Cleanup and Beyond Plastics reveals that the recycling rate for post-consumer plastic in the US was between 5% to 6% in 2021.

One example of a construction material that claims to be recyclable but isn’t, is multilayer composite pipe. As it stands, there are no recycling frameworks in place for this type of material, so its recyclability is nothing but Ittheoretical.typicallyconsists of three layers: an outer plastic layer which is usually made of polyethylene, which encases a central aluminium layer, which in turn encases a final plastic layer, usually made from a similar material to the outer layer. Due to the addition of aluminium tube in its composition and the complexity of its make-up, multilayer plastic pipe is virtually impossible to recycle as it’s very difficult to separate the metal from the Accordingplastic.to the University of Wisconsin-Madison, around 100 million tonnes of multilayer thermoplastics are produced globally each year and, because there is no way to separate the polymers, almost all of that plastic ends up in landfill or incinerators.

Multilayer manufacturers pushing this kind of product as recyclable is an example of greenwashing: focusing on the benefits of plastic and greatly exaggerating its recyclability. In reality, research by CORDIS proves that these type of pipes are unrecyclable, stating that “conventional non-recyclable pipes for heating plumbing systems are manufactured from non-recyclable cross linked PEX. They are also made of PEX/AL, which comprises a layer of aluminium sandwiched between two PEX layers.” What’s more, this CORDIS analysis also states that attempting to recycle these types of pipes “results in highly toxic by-products”. The circular lifecycle of copper Unlike plastic, copper is an infinitely recyclable material. It has been recycled and re-used for as long as the material itself has been in use and there is a fully developed scrap-collecting infrastructure which has existed for centuries. When copper pipes reach the end of their life, they are taken to a scrap merchant and, unlike multilayer plastic pipes, are 100% recycled. They simply go into the furnace and are melted down to form a billet of copper, which is stretched out, cut to size, and made into brand new pipes. What’s more, this recycling process doesn’t cause any loss in performance or properties of the new pipes.
As a result of this effective recycling process, around half of Europe’s copper demand is currently being met by recycled materials and, to date, at least 65% of all copper mined remains in circulation, available for use. As recycling techniques improve, this figure will only increase and the need to mine will continue to decline – which is good, because the recycling of copper uses 85% less energy than mining raw material. In addition to this, evidence from the US Geological Survey shows that there are approximately 5.6 billion metric tonnes of copper in circulation – a figure more than sufficient to surpass both current and future demand.

It appears likely that safety and wellbeing are significant factors around workers not only choosing to leave construction, but also the industry’s struggle to attract fresh new talent. So what can be done? I spoke to Lucian D’Arco, a safety, health and wellbeing professional who has worked on a wide-range of projects with several large construction and civil engineering firms. Could impactful wellbeing training help with construction’s labour challenge?
A survey published by Mates in Mind at the end of 2021 also showed that a third of self-employed construction workers were living with elevated levels of anxiety and that a stigma around mental health meant issues were almost never discussed with friends or family. According to the Chartered Institute of Building, stress and depression account for one fifth of all construction industry work-related illness.
A report earlier this year from the Construction Industry Training Board (CITB) revealed that while ‘insiders’ see a lot of good in the construction industry, ‘outsiders’ are far less positive, particularly around perceptions of time away from the family, physical demands and issues relating to diversity, discrimination and a ‘macho culture’. Surprisingly, what the CITB report does not highlight is the construction industry’s record and reputation around the safety and wellbeing of employees. Construction is a highrisk industry, with 39 fatal injuries to workers recorded in 2020/21 and 61,000 non-fatal injuries in the UK alone. On average 74,000 workers suffer from work related ill health, according to the Health and Safety Executive (HSE). Dig a little deeper and further concerns are highlighted. For example, while in general men are three times more likely to take their own lives than women, men working in timesareconstructionthreemore likely than other men to die from accordingsuicide,tothe ONS.

Despite current output growth of around 2.8% reported by the Construction Products Association (CPA), the UK construction industry has two significant underlying challenges right now - employee retention and recruitment. According to the Office for National Statistics (ONS), construction businesses are paying out record bonuses, up by 82% in the year, in an effort to retain skilled staff. The same report from the ONS also reveals that on average, 49,000 construction jobs remained unfilled between February and April of this year.

Now much of this can be explained by the bigger picture, with record employment levels and greater choice in the labour market. However, it should also be noted that people now appear more willing to quit their jobs as part of what is being called ‘The Great Resignation’.
Following the pandemic, people’s priorities around work seem to have shifted to a point where they want to be treated with greater respect, consideration and care at work and enjoy better work/life balance, flexibility and so on. How people feel In terms of how people feel about working in construction, there is a clear difference between those who are already employed by the industry and those on the outside looking in.

Missed opportunity? During my time working in construction, I have seen a shift in the attitude of workers to take more care of their physical health. When I first worked on construction sites, I rarely saw a clean sink or soap dispenser, now you tend to see hand washing stations, pre work barrier creams and post work moisturisers. I have also seen a positive shift in attitudes of the younger generations wanting to look after their health.

LinkedIn also shows that one of the key attractive learning and development topics in organisations is employee wellbeing.
He added: “We need to invest in people, not just in good salaries, but in training and support, including better working conditions, improved working hours, long-term job-security and transforming what can sometimes be a toxic working environment. We also need to shout more when positive initiatives really do make a difference.”

I think we still have a way to go with mental health but as with the above example, construction companies will need to provide the facilities and help educate their workers particularly those who may not be as familiar with current approaches. I see these positive safety, mental health, and wellbeing programmes as a key strength of the construction industry moving forward. I’m sure that already, for many within the sector, they are having a positive impact on ‘insider’ perception. To help employers reinforce safety, mental health, and wellbeing messaging and learning at work NEBOSH now endorses in-company learning. HSE has fined a retail company and an electrical contracting company after an electrician suffered serious burns in a warehouse explosion at B&M Retail Ltd warehouse, in Speke. On 22 September 2018, the metal spanner used by the electrician to repair an electrical fault came into contact with a live busbar (metallic strip) linked to the power distribution. The resulting explosion burned 15 per cent of the electrician’s body, including his thighs, legs, arms, face and hands. The 35-year-old was placed in an induced coma for two weeks and had to undergo several skin grafts.
The victim, employed by Daker Ltc, had been attempting to connect a generator to B&M’s Low Voltage supply in order to allow B&M to operate some of its core site functions whilst high voltage maintenance was being Thisundertaken.workwas complex involving several contractors and required co-ordination of different working parties with specific time limited requirements. B&M failed to appoint a suitably competent person to plan and carry out the work to connect temporary generators to their distribution board at the premises. Electrical contractors Daker Ltd.’s work methods fell well below the required standards. Electrical work commenced without proper planning. The power supply to the circuit was not stopped prior to the incident and live working was allowed to take place, this meant that the power supply could be switched on or off at any point, putting workers at risk of electric shock.
B&M Retail Ltd pleaded guilty to breaching Section 2 (1) and Section 3 (1) of the Health and Safety at Work etc. At Liverpool Crown Court, the company was fined £1,000,000 and ordered to pay costs of £4,978.
A HSE investigation found that there was insufficient planning between the parties of Daker Ltd and B&M Retail Ltd regarding who oversaw each site, coordination of work and exchange of relevant documentation.
As a result of the incident, the electrician was unable to work for five months. The victim was deeply affected by the accident not only physically, but mentally. The victim said: “I am very conscious of the scars and always think people are staring at me or talking about me behind my back. To me, my arms look like Freddy Kruger’s from Nightmare on Elm Street.”

Health and safety teams should monitor air temperature to ensure it does not negatively impact employee productivity or safety. Working in higher temperatures for longer periods of time can lead to fatigue, increasing the risk of illness while reducing personal productivity. Working around hot, uncovered equipment, also increases the likelihood of injuries such as burns. In order to remain compliant with health and safety legislation, companies must find ways to reduce the health and safety risks of working in facilities with heat transfer fluids. Hot equipment While employee safety is paramount, engineering managers should also monitor air temperature to ensure that equipment remains operational — as equipment overheats energy consumption increases and equipment efficiency decreases. Just like your office computer malfunctions when it overheats, electronic controls can fail when temperatures exceed 40 degrees Celsius. While a thermal fluid system is built for indirect heat transfer, exceeding The importance of temperature regulation in heat transfer.
The temperature of the office is an ongoing debate in businesses globally. Employers often search for the optimal temperature to ensure employees are comfortable and productive, but did you know there’s also an optimal air temperature for industrial facilities? Here Dave Dyer, technical sales engineer at thermal fluid specialist Global Heat Transfer, explores the importance of air temperature when operating heat transfer systems and how to regulate it Temperatureeffectively.controlis essential for any manufacturing environment — changing temperatures can have a significant impact on processes, products and people. Some applications, such as food, chemicals, plastics or pharmaceuticals manufacturing, require heating for production. Manufacturers in these industries must consider not only how the temperature of circulating fluid will impact product quality, but how it will impact the entire facility.
FEELING THE HEAT
Insulation prevents heat from escaping, improving heat transfer efficiency. Over time, manufacturers will find that less energy wasted from heat escaping will reduce energy usage in the facility while also reducing the carbon footprint of the process. Finding the correct temperature for a work environment is not easy. For example, in a 2018 survey by CareerBuilder, 46 per cent of workers said their office is either too hot or cold. While offices continue to argue over the thermostat for employee comfort, it is clear that manufacturing facilities must take better action to regulate temperature. the intended operating temperature can negatively impact productivity. One area that can be particularly affected is the expansion tank, a critical component that allows hot thermal fluid with the space it needs to expand, which when heated can be up to 20 per cent of system volume. To allow for this as well as provide a sufficient safety factor, the expansion tank should always be approximately a third full when the system is cold. When the system is at full working temperature, the level in the expansion tank where oil hits the atmosphere should not exceed 60 degrees Celsius. If the tank exceeds 60 degrees, the oil inside will oxidise, leading to a build-up of acid and carbon (as seen in figure 1). Over time this will reduce the heat transfer efficiency of the equipment and could lead to costly downtime. Keep it covered Investing in correct, and properly installed insulation is the best way to regulate air temperature in the facility, control the temperature of equipment and better protect employees. Insulation ensures that heat created in the manufacturing process does not heat up the facility elsewhere, enabling manufacturers to ensure the air temperature is consistent. Insulating parts of the system also means that manufacturers can better regulate the temperature of equipment that must operate at specific temperatures, such as the expansion tank. When choosing insulation for a heat transfer system, manufacturers should consider what material best suits the application. During its lifespan, a heat transfer fluid will degrade. The degradation process introduces by-products into the fluid, such as carbon that forms inside (as seen in figure 2) and acid corrodes unseen parts of a thermal fluid system. If this continues without intervention, small holes can appear in the coil (as seen in figure 3), allowing fluid to leak, posing a fire hazard. Thermal oil would soak into porous insulation, increasing the risk of fire and other hazards, so using a non-porous insulation, such as blown glass, works best in areas of the system where fluid could leak, including flanges. Skanska UK said it was also supporting ALLMI in a review of the international standard for how stabiliser equipment operates. The firm, whose head office is in Sweden, said lorry loaders of this type (pictured above) were not common on its UK sites and projects. A recent survey showed that of 47 lorry loader-related unloading activities reviewed, only two operated with the stabiliser being able to be moved across the fixed controls.
ALLMI has now issued instructions to all manufacturers and training companies. These provide additional information in their training materials to highlight the risk of inadvertent operation resulting in the operator being struck by the stabiliser.

Construction giant Skanska is to ban lorry loaders fitted with certain types of stabiliser legs from its UK sites from 1st August, amid safety warnings.
Skanska UK has worked with the Health and Safety Executive (HSE), the Association of Lorry Loader Manufacturers and Importers (ALLMI) and directly with manufacturers to highlight the risk to operators of being crushed by this type of stabiliser.
The contractor – the fifth largest construction group in the world – said it wanted to avoid the risk of operators becoming trapped by ‘swingup’ stabiliser legs. The legs can inadvertently be rotated and drawn into the area where fixed controls are located.
Vehicles affected by the ban are predominantly those delivering bulky items such as cabins and welfare units.
Skanska bans swing-up lorry loaders after site death
The move comes after a worker died in an accident involving the same type of stabiliser on a Skanska site in Shirehampton, Bristol, in September 2021.
